Latias’ STAB Psychic can sometimes be useful to deal with Fighting-types such as Machamp and Heracross, and its neutral damage is the same as that of Dragon Pulse. However, Psychic has notoriously poor type coverage, and it makes Latias even more vulnerable to the already troublesome Tyranitar and Scizor. Surf or Hidden Power Fire are almost always more useful, since they deal reasonable damage to the Steel-types that frequently switch into Latias.

Alright, let me explain why Psychic and Psycho Cut are considered "bad" in Ubers.

First off, take a look at the vast majority of the Pokemon. We have Lati@s, Mewtwo, Mew, Darkrai, Scizor, Metagross, Tyranitar, Weavile, Lugia, Dialga, and Wobbuffet. There's more, but I'm not going to sit here and name them all. These Pokemon either resist or are immune to Psychic. Then, they practically dominate the metagame.

Then we have our other Pokemon: Rayquaza, Groudon, Kyogre, Ho-oh, Giratinas, etc. Many of these Pokemon cannot stand a SE attack from Mewtwo anyway. Ice Beam can practically eliminate Ray, Groudon, and Giras while hitting on Lugia and the Lati twins. Shadow Ball trades Ray and Groudon for slamming Mewtwo and Mew. Aura Sphere and Flamethrower | Fire Blast can practically cover the rest of the threats.

So in order to use Psychic, you'd have to find Pokemon that it would be "effective" on. The only Pokemon that I can think of, on the top of my head, are Palkia in the sun and Ho-oh in the sun. Then it doesn't have many good offensive combos. Ice + Fighting hits most of the Pokemon in Ubers anyway, why use Psychic + Fighting when there are Pokemon that even wall this?

In short, please do not suggest Psychic or Psycho Cut for Uber analyses again. This is your final warning. Next time it's an infraction.
